[In accordance with article 11(1)(l) of the Decree-Law no. 147/2008]

a) Affected or likely to be affected by environmental damage; or
b) Having a sufficient interest in environmental decision making relating to the damage; or
c) Alleging the impairment of a right or an interest protected by law. [In accordance with article 18(2) of the Decree-Law no. 147/2008]
